委派任務給照服員（UAP）前，哪項評估是強制性的？

護理委派（Delegation）的核心邏輯在於「護理師必須負責病人的臨床判斷」。根據護理實務法規（Nurse Practice Act），護理師僅能將穩定、可預測、且屬於常規性的任務委派給照服員（UAP）。在委派前，評估個案的穩定度（Stability）是絕對的先決條件，因為若個案病情不穩定，其護理需求隨時可能改變，這屬於護理師的專業職責範疇，不能轉移。

Before delegating tasks to unlicensed assistive personnel, the nurse must assess the client's stability to ensure the condition is predictable and routine. Delegation is inappropriate for unstable clients whose needs may change rapidly and require professional nursing judgment.

在美國，護理師（RN）需對所有委派的任務負法律責任。台美皆強調「RN 不能委派評估（Assessment）、教學（Teaching）與評價（Evaluation）」，但在美國，RN 若發現委派後狀況變動，需立即收回委派並重新介入，職責界線非常嚴格。
