委派（Delegation）必須遵循「五項權利」（Right task, circumstance, person, direction, supervision）。LPN/LVN 可以在 RN 的監督下執行給藥、換藥及監測生命徵象等技術性護理，但評估、診斷、規劃照護計畫及處理複雜的衛教，屬於 RN 的專業核心範疇，不可委派。
LPNs can safely administer oral medications, perform sterile dressing changes, and monitor peripheral IV sites under RN supervision, as these are routine technical tasks. However, comprehensive assessments, developing care plans, and complex health education remain the exclusive responsibility of the RN.

台灣護理師（RN）與技術護理師（LPN）的專業分工在法規與實務上與美國有很大不同。在美國，RN對LPN的工作負有完全的督導責任，LPN的執業範圍（Scope of Practice）依各州法律略有不同，但核心原則是RN負責評估與計畫，LPN負責執行與監測。
